iPad storage not accessible even though I bought extra 5 gb
I want to use the storage I bought but I can't seem t access it?

Extra iCloud storage that you've bought gives you extra space for your backups, it doesn't give any more space on your actual iPad.
To see how much space each app is currently taking up on your iPad go to Settings > General > Storage & iCloud Usage > Manage Storage - you could use that to help you decide what you could remove to free up some space
